Planning and Convergence Department

The Planning & Convergence Department has emerged as one of the major nodal departments of the State Government. This Department plays a vital role in evolving effective and sustainable short term and long-term strategies for overall development of the State. This Department prepares policy framework for development and is also responsible for co-ordinating the efforts of different Development Departments. Keeping in view the needs and aspirations of the people and within the broad framework of the long-term development strategies and priorities envisaged for the State, the Department formulates Annual and Five-Year Plans in accordance with the guidelines of the NITI Aayog and as per the directions received from the Government.

The Department undertakes regular monitoring and review of the implementation of Plan Programmes and effects necessary adjustments in the Plans both in terms of physical content and resource allocation so as to ensure optimum realization of the Plan Objectives.

This Department also performs following tasks to measure the fathom of development in the State.
  • Annual Plans and matters connected herewith
  • District and Regional Plans
  • Manpower projection and planning
  • State Evaluation Unit
  • Coordination and analysis of data required by the Government in execution of the Economic and Social Policy and interpretation of Statistics.

Members of Legislative Assembly Local Area Development Schemes (MLALADS)

1. INTRODUCTION

In order to fulfil requirement of small but essential community works at local level and to increase the participation of local people and their representatives in the planning process, the Members of Legislative Assembly Local Area Development Fund Scheme (MLALADS) has been introduced by the Government since 1997-98 with an initial entitlement of Rs. 5.00 Lakh per constituency per annum with Annual Budgetary Provision of Rs. 735.00 lakh.

Subsequently, over the period of time, the annual entitlement per Assembly Constituency under MLALAD has been enhanced to Rs. 10.00 Lakh with Annual Budgetary Provision of Rs. 1470.00 Lakh in F.Y. 1998-99, Rs. 15.00 Lakh per Assembly Constituency in F.Y. 1999-2000, Rs. 25.00 Lakh per Assembly Constituency in F.Y. 2000-01,

MLA Scheme

Rs. 40.00 Lakh per Assembly Constituency in F.Y. 2001-02, Rs.50.00 Lakh per Assembly Constituency in F.Y. 2002-03 to 2005-06, Rs.75.00 Lakh per Assembly Constituency from F.Y. 2006-07 to 2009-10, Rs. 1.00 Crore and Rs. 3.00 Crore per Assembly Constituency from F.Y. 2010-11 to 2019-20 & 2020-21 to 2024-25 with Annual Budgetary Provision of Rs. 147.00 Crore & Rs. 441.00 Crore respectively.

At present (2025-26 onwards), the annual entitlement under MLALAD is fixed at Rs. 5.00 Crore per Assembly Constituency with Annual Budgetary Provision of Rs. 735.00 Crore

2. OBJECTIVE

The MLALAD Fund is intended to be utilized for small but essential projects/works based on felt needs of the local people.

It is also meant to be used for providing missing links to operationalize non-operational plan assets for which funds cannot be provided under any other on-going programmes.

The objective of the scheme is to enable Hon’ble MLAs to recommend works of developmental nature in their constituencies with emphasis on the creation of durable community assets based on locally felt needs.

3. COMPONENTS :

Since 2020-21, out of the total allotment of Rs. 3.00 Cr, @ Rs 2.00 Crore under General Component, @ Rs. 0.50 Crore under Education Component and @ Rs. 0.50 Crore under Road Component have been allocated per Assembly Constituency. From the Financial year 2025-26, out of the total allotment of Rs. 5.00 Cr, @ Rs 4.00 Crore under General Component, @ Rs. 0.50 Crore under Education Component and @ Rs. 0.50 Crore under Road Component have been allocated per Assembly Constituency

4. ADMISSIBILITY :

A project/work shall be considered admissible for sanction of funds under MLALAD Scheme if it

  • A programme of developmental nature
  • Comes under District Sector Schemes / subjects
  • Is non-recurring
  • Creates some assets for future
